The Committee is an honorary body chosen annually from the most prominent and respectable gentlemen in the Colony: their names are published in the Chinese Press, for which the doings of the Po Leung Kuk (and some members of the Committee attend personally every day to all detail) are a constant source of copy. It is almost inconceiv- able that any single member of the Committee should risk his good name by countenancing "questionable proceedings" of any kind in the discharge of his duties; and practically impossible for such proceedings to be kept secret from the other members. Any suggestion of deliberate mal- practice would create the profoundest resentment, and occasion a demand for the most searching enquiry. I have no hesitation in stating my conviction that it would prove an unfounded insult.
